In refutation #2, there is a missing ellipsis in the quote of rule 10(L) where the rule specifically states "or any member of the state finance or budget committee" in the list of who the accounts are to be accessible to. If you add in the missing part of the rule it will make more sense, why those BC members expected to get access to view the Quickbooks file.
